In April 2020, the Baltimore City Council passed Ordinance 20-354 (“Ethics Board – Administration and Staff”), which designated the Baltimore City Inspector General as the Executive Director of the Board of Ethics and permitted the IG to assign staff from the OIG to assist the Board in performing its responsibilities. The Ordinance became effective on October 10, 2020.
Isabel Mercedes Cumming, Executive Director
Isabel Mercedes Cumming has been Baltimore’s Inspector General since 2018. Prior to joining the Baltimore OIG, Isabel worked for six years as the Assistant Inspector General of Investigations for the Washington Metropolitan Area Transit Authority and for seven years before that as Chief of the Economic Crimes/Special Prosecutions Unit of the Prince George’s County State’s Attorney’s Office. Before working in Prince George’s County, she worked for four years as the Assistant State's Attorney for the Economic Crimes Unit of Baltimore City's State's Attorney Office. Earlier in her career, Isabel worked as an Assistant State Prosecutor with the Maryland State Prosecutor's Office for seven years, as Director of Internal Audit for American National Bank, and as an auditor with KPMG Peat Marwick in Baltimore City. Isabel earned an undergraduate degree in accounting from James Madison University, and an MA in Business Administration and JD with honors from the University of Baltimore. Jeffrey Hochstetler, Director
Jeff is an Assistant Inspector General and was designated by IG Cumming as the Director of the Ethics Board in August 2020. Jeff has been a practicing Maryland attorney for more than seven years. After receiving his JD and MA in English Literature from Duke University, Jeff clerked for Judge W. Michel Pierson on the Circuit Court for Baltimore City and Judge Deborah Eyler on the Court of Special Appeals. Before joining the Office of the Inspector General, Jeff worked for Baltimore City as an Assistant Solicitor in the Baltimore City Law Department and, most recently, for the State as an Assistant Attorney General, where he counseled the Public Information Act Compliance Board, the Open Meetings Compliance Board, and the Public Access Ombudsman. Originally from Ohio, Jeff has been proud to call Baltimore home for the last several years.
Maura Ford, Executive Assistant
Maura Ford is an Executive Assistant in the Office of the Inspector General, designated by IG Cumming to serve the Baltimore City Ethics Board. She recently completed a Fulbright- García Robles English Teaching Assistantship at the Universidad Tecnológica de Aguascalientes in Aguascalientes, Mexico. In 2019, Maura graduated from La Salle University with a bachelor’s degree in International Relations and Spanish. Additionally, she studied at the Universidad Nacional de Córdoba in Córdoba, Argentina. Maura is originally from Baltimore.
